Jammu and kashmir Reorganization act 2019 is an act of the parliament of India to reconstitute the state of jammu and kashmir into two union territories namely. 

1 union territory of jammu and kashmir. 

2 union territory of ladakh.

Jammu and kashmir Reorganization bill 2019 was introduced in the Raj sabha on August 5 2019.and was passed was on the same day 

It was passed by the lok sabha on August 06 2019.

It received the president assesnt on August 9 2019.

The Jammu and Kashmir Reorganization act 2019 came into effect on October 31 2019.

Salient features. 

1 union territory of Jammu and kashmir shall comprise of all the district of the state erstwhile state of Jammu and kashmir except leh and ladakh. 

The provision of Jammu and Kashmir contained in Article 239 A of the Indian Constitution are now applicable to the union territory of Jammu and Kashmir which makes it similar to the union territory of Puducherry. 

Section 13 . 

Union territory of Jammu and kashmir will now administered by lieutenant Governor section 14.

Union territory of Jammu and kashmir will have a legislative Assembly. 

Section 14 (2) . 

The total number of seats in legislative Assembly have been increased from 107 to 114.under section 60 . 

However the total contestable and filled seats of the legislative Assembly will be 90 ..

There will be reserved for schedule caste and schedule tribes .. Section 14 (6) . 

Lt Governor may nominate 2 women's to legislate assembly. Section 15.

Why Chief Minister has unlimited powers. 

Chief minister will be the real executive head of the Government and he / she has no apprise lt Governor of all the cabinet decisions....

Chief minister of  the Union territory of Jammu and Kashmir . 

In the Union territory of Jammu and kashmir it is the chief minister who is the real executive head of the Government and holds a key position in the administration of the union territory. 

2 the chief minister is appointed by the Lifitnent Governor and other ministers are appointed by the lt Governor on the advice of chief minister. 

The chief minister is the man of consequences and enjoys vast powers. 

Council of ministers. 

The strength of the council of ministers in the union territory of Jammu and Kashmir has been fixed at 10% of the total number of members in the legislative assembly. 

So, the assembly of union territory ofJammu and kashmir  with 90 Mla will only have 9 minister s of state of all ranks including cabinet ministers   of state.. ( with independent charge) and minister of state.
